The Leafhopper Taiwan Pays For and Assam Poisons

The insect behind Assam's greenfly outbreak is a cousin of the one Taiwan lets bite its oolong on purpose, for a flavor this office will not chase and cannot certify here.

Somewhere in Assam this morning, an insect is drinking your second flush before you get to it. This office's own Ledger already certified the damage: greenfly cutting garden yields by 11% to 55%, hardest from May to July, which is precisely the flush that earns a garden more than 30% of its annual revenue. Warmer weather has sped the insect's breeding cycle. The chemicals the Plant Protection Code permits are losing their grip as the pest builds resistance, and the proposed replacement, Chlofenapyr 10SC, is still sitting in a regulator's tray waiting for a label claim. That is the state of the crop, stated flat. It is a loss, it is ongoing, and nothing in what follows undoes it.

What follows is a complication, and this office puts it in front of you because it is documented, peer reviewed, and true, just not necessarily true here.

What the insect actually does to the leaf

What Assam growers call green fly is a jassid, a small sap-feeding leafhopper of the genus Empoasca. The species most often carried on the record for this stretch of India's tea belt is Empoasca flavescens, documented as an emerging pest of tea in the neighbouring sub-Himalayan gardens of Darjeeling, the Terai, and the Dooars3, and studied closely enough that a 2024 proteomic survey has since catalogued the proteins in its salivary secretions2.

The feeding mechanism is simple and worth knowing, because everything else in this piece runs off it. The insect does not chew. It drives piercing mouthparts into the leaf and the tender stem, injects saliva, and draws sap. The saliva is the working part. The leaf responds by stunting, the margins curl, and the tissue browns off. On a bush being plucked for the top two leaves and a bud, the insect is feeding on exactly the material a garden intends to sell, and it is damaging that material at the moment of highest value. Multiply that across a plucking round in a hot, dry season and you get the numbers above.

Here is the part that will not sit still. A close relative in the same genus, Empoasca onukii, known in English as the tea green leafhopper, is present across East and Southeast Asian tea country, including mainland China, Japan, and Vietnam. But it is in Taiwan above all that growers do not fight it. It is invited. Taiwanese gardens manage their bushes to keep the insect feeding and price the resulting leaf accordingly, a practice the published record says is now spreading, more tentatively, to growers in mainland China and Japan as well.

The mechanism is the plant's own alarm system. When E. onukii feeds, the bush mounts a chemical defense response and ramps up production of secondary metabolites, among them the volatile terpenes named in the literature as linalool, geraniol, and hotrienol, plus the defense compound methyl salicylate. Tasters describe what those compounds produce as honeyed and grape-like, sweet and fruity, the kind of profile this office has no instrument for and no interest in grading. This is not an accident of one good season or a story a marketing department invented. It is the documented mechanism behind Taiwan's Oriental Beauty oolong1, also sold as Bai Hao, which is deliberately manufactured from leafhopper-bitten leaf and can fetch several hundred dollars per kilogram.

So the same act, an Empoasca leafhopper piercing a tea leaf and injecting saliva, is a crop loss in Assam and a price premium in Taiwan. That is a genuine fact about tea, and this office is not going to pretend otherwise because it is inconvenient.

The limit on this certificate

Now the limit, and it is the whole reason this piece is a certification and not a suggestion.

Empoasca onukii and Empoasca flavescens are cousins, not the same insect, and the tea trade's own record of which jassid is which has been revised before. The volatile shift measured in the Taiwan research was measured in E. onukii, feeding on the cultivars those growers grow, processed by the methods those growers use. Nobody in the record put in front of this office has measured whether Assam's own jassid, biting Assam's own bushes, produces that same shift in the same compounds at any useful concentration.

This office does not certify what has not been tested. It will not tell you that the insect taking a third of a garden's revenue, as of the 2026 outbreak this office has already certified, is secretly improving the tea, because no one has weighed that claim and found it true. Cousins are not proof. A shared genus is a starting point for a research programme, not a finding, and anyone who tells you otherwise is selling something with an insect on the label.

Even if it transferred, it would be the wrong flavor

Set the untested science aside for a moment and grant the best case. Suppose the mechanism carried over perfectly, and Assam's greenfly built the same terpenes in the same leaf. This office would still be spraying.

The reason is a matter of standards, not sentiment. This office has already certified where Assam's malt comes from: Strecker degradation, in which amino acids in the leaf, valine, isoleucine, and leucine, are broken down into the malt aldehydes, a reaction cooked out during processing and running on a separate clock from the oxidation that builds the theaflavins and thearubigins responsible for the briskness and the color and body this office grades. The terpene and methyl salicylate pathway the leafhopper triggers is chemically unrelated to that malt pathway. It is a different set of compounds, arriving by a different route, doing a different job in the cup.

Drop what tasters call a honeyed, grape-like aromatic into a liquor built and sold on brisk malt strength and you have not improved the tea. You have contaminated a grade. A cup certified to stand up to milk and start a working day has no use for a muscat note wandering through it, any more than a bag of cement wants perfume. Taiwan is not competing with Assam for the same prize. Taiwan is certifying a different thing entirely, and doing it well, on leaf grown, plucked, and processed for that purpose from the start.

The verdict

The biology is real. An Empoasca leafhopper can drive a tea plant to manufacture aromatics a market will pay several hundred dollars a kilogram for, and Taiwan has built a whole style of oolong around it, a practice now spreading to growers elsewhere in East Asia. Certified, on the strength of the published record.

That has not been shown for Assam's greenfly, on Assam's bushes, and until somebody measures it, this office grades the insect as what the yield figures say it is: a pest taking leaf out of the plucking basket in the one flush that pays for the year. If the trial is ever run here, the Authority will read it and weigh the result. Until then the greenfly gets no certificate, and the second flush gets defended.
