Assam Raises Small Growers' Tax-Free Line Fourfold, Restores the Estate Tax for Community Welfare

The 2026-27 state budget raises the agricultural income tax exemption for small tea growers fourfold, to Rs 10 lakh, and restores the tax on larger estates from April 1, earmarking that revenue for tea garden community welfare.

Assam's 2026-27 budget raises the tax-free income line for the state's small tea growers fourfold, to Rs 10 lakh (about $10,400) a year from Rs 2.5 lakh. Finance Minister Jayanta Malla Baruah announced it in his maiden budget speech, and moved the opposite way on the larger estates, restoring agricultural income tax on them and earmarking the revenue for tea garden community welfare.

Small tea growers are the gardens too small to run a factory of their own, who sell green leaf on to bought-leaf factories and the larger estates. The higher line is aimed at that group specifically. Business Standard reported the finance minister proposed raising the exemption threshold from Rs 2.5 lakh to Rs 10 lakh to give small growers relief.

The estate side takes effect April 1, 2026, India Today NE and NEWire reported. Neither outlet's coverage says how long the larger estates had gone without paying the tax, or what rate it now carries. This office will note both when the figures are published.

The budget paired the tax changes with two subsidy moves on the same industry. A new Rs 3 per kilogram subsidy (about 3 cents) goes to export-oriented, premium-quality CTC, the everyday cut-tear-curl style, described as the first such incentive for that segment. The per-kilogram rate for orthodox and specialty tea rose to Rs 15 from Rs 10 and now covers matcha too.

Baruah's speech also renewed a Rs 15,000 (about $155) wage-compensation scheme for pregnant tea estate workers and pledged more spending on garden hospitals, housing, schools, and roads, India Today NE reported. The Guwahati Tea Auction Buyers Association and the Tea Association of India both welcomed the subsidy package, industry outlets reported.

This office has weighed the state's land-title and housing drive for tea garden workers and April's wage rise to Rs 280 a day as separate line items, each funded on its own terms. A tax line dedicated to community welfare is a new instrument, not a rebrand of either, and this office has not yet seen a rupee figure attached to it. The last tax it certified around this workforce ran the other way: a colonial opium levy built to push Assamese peasants into the tea labor market this one is meant to fund.
